Though each generator is weaker than a comparable Imperial unit, it does allow a Mon Cal vessel to replenish exhausted shields at a faster rate than the enemy.

While this could mean that the beam we see is too powerful for shipboard mounting, effectively disproving ICS because we see no huge atmospheric effects like we would a GT weapon, perhaps this instead refers to the fact that the recoil from it would be different as it is a beam. If I smack my desk as hard as I can, I'm only gonna hurt myself. BUt if I apply a longer, lesser pressure, I will shove it around the room.
