Okay we know that Force Lightning seems to drain life essence. But is there a force power that absorbs the force from other beings to enhance your own?

They have one in DE source book.

They claimed the Emperor used this power on the Byss population.

The Dark Empire Sourcebook describes the dark side power "Drain Life Essence', which enables a Force user to draw "life energy" from those around him or her and to channel the negative effects of using the dark side into those victims. This dark sider may use that life energy for his or her own ends, and the drain is continual.

Interestingly enough, the amount of life energy drawn increases substantially with the number of victims and the duration of their victimhood. For example, one to five people drained for longer than one week and less than one month provide "One Force Point per five days and +1D to all Force skills", whereas 1 million to 10 millions so drained provide "One Force Point per 6 hours and +4D+2 to all Force skills".

The description of Byss adds that "Palpatine planned for millions to permanently reside here, where he and his minions could use their Dark Side skills to feed off their life energy"; the population of Byss is 19.7 billions. The Emperor is the only person listed in the sourcebook to whom the ability is attributed.

Yes there are, this is one form:

Drain Life Essence - The character can draw life energy from the sentient life around her and channel the negative effects of the Dark Side into those victims! All living beings are a part of the Force, even if they are not aware of it. Many go through their day to day lives wasting a lot of their energy. This power allows the character to draw the energy that would be wasted from those beings. She then uses that energy for her own means!

Thats a Dark Jedi power, the actual power that allows you to sap the force abilities of another is a strictly Sith ability:
Dark Side Web - The character can summon strands of Dark Side power that wrap and entangle the Sith lord's target in an enmeshing brilliance. The Dark Energy net severs the connection between the Force and the victim, then saps the strength from his body! If the Sith lord loses concentration, the Dark Side Web will disappear.

This could explain the "dark side of the force" decrepit look to Palpatine's aides in ROJ. Even if they don't use the Force, they can be deformed by extended contact with Palpatine.

Yes. Joruus C'Baoth uses it on Luke in Dark Force Rising. Luke felt tired and listless around C'Baoth, and it was only when he walked into the influence of a ysalamir that he knew what was going on.

I assumed that C'baoth was simply forcing Luke to feel tired, and not actually draining the Force into him.

Force Drain... a great JK2 Darkside power, until they nerfed it in the patch... ; P
