Xizor was a criminal kingpin with a large shipping magnet. Thinking himself just runners-up to Lord Darth Vader was probably a bit of wishful thinking.
How can Lord Vader be overrated? Dark Lord of the Sith? Nearly as powerful as Palpatine by ROTJ? Chosen One? Emperor's Right Hand?

Pretty powerful. Black Sun had one of the best spynets in the galaxy. His main company, ZTS, was worth billions upon billions of credits all by itself. Physically speaking he was a master of martial arts and could defeat most any opponent in one on one combat, however Vader would have felled him instantly. I know it's not to do with Xizor, but when you say Vader was nearly as powerful as Palpatine, I'd say your wrong. Vader was the chosen one, higher midicloreon (pardon the spelling) cout than Yoda, he was more powerful than Palpy, but he just got turned into Plaplys little puppy dog bitch.
