I'm extremely confused about the make up of borsk government and I suspect so is the EU.

Okay,we have a system where the members of the governing body are elected in.The general system is the Senate.Apparently,each member system,organised along political lines{not territorial} get one senator in there.From Leia's time,we learn that there are elections,of which the frequency is unknown.

Above the Senate is a level of government bucreacjury that goes by various names throughout the history of the New Republic.Whether it be Provisional Council or Inner Council meetings,the meaning appear clear.This is the group that weilds the highest power of government and will form the Cabinet/Adminstration of the New Republic.And apparently,they're elected in a closed forum and selects members from those already represented in the Senate(follows British mold rather than American mold)

Now,here's my question.How is one selected into this inner body?

The Jedi Academy Trilogy Sourcebook states that the Inner Council serves as the Government, with the Chief of State acting as head of government. The Chief of State may appoint ministers ad libido, but the Senate reserves the right to name an equal number of Senate Representatives, per the New Republic Charter. Most business and policy is determined by majority vote, allowing the Senate to exert considerable influence on Government policy. The Senate may by emergency resolution allow the Chief of State to act without consultation with the Inner Council.

This quasi-parliamentary form of the Inner Council reflects a deliberate effort to avoid Imperial-style authoritarianism; furthermore, the presence independently selected Senate Representatives is clearly designed to prevent the Chief of State from creating a Loyalist Committee, à la Supreme Chancellor Palpatine. Also, given that the Senate has de jure equal representation as the Chief of State's ministers, the Senate can effectually block any power plays by the Chief of State.

The High Command is a more selective group of the Chief of Staff's principal advisers within the Inner Council. Because the New Republic has existed in an almost continual state of war, declared or undeclared, the New Republic Defence Forces often have a strong presence on the High Command, according to the Jedi Academy Trilogy Sourcebook.

According to Planet of Twilight, the Inner Council, also known variously by the names "Galactic Council", "Senate Inner Council", and "New Republic Council" is led by the Chief of State; in the absence of the Chief of State, the Minister of State presides, and is for this reason also called "the First Minister". In the event that both the Chief of State and the Minister of State are incapacitated or otherwise unable to preside, the Council elects a leader pro tempore to preside.

As of the Jedi Academy Trilogy Sourcebook, the Inner Council is known to have included Mon Mothma (Chief of State), Leia Organa Solo (Minister of State), Admiral Ackbar (Minister of Defence), General Crix Madine (Minister of the Army), Lt General Jan Dodonna (Minister without Portfolio and Executive Adviser), Lt General Carlist Rieekan (Military Adviser), Senator Threkin Horm (Fedalle; Senate Representative), and Senator Garm Bel Iblis (Corellia; Senate Representative). Of that Inner Council, only Senator Horm was not also a member of the High Command.

As of Planet of Twilight, the Senate membership of the Inner Council – known then as "the New Republic Council" – was largely divided between the Rights of Sentience Party and the Rationalist Party. The Council is known to have included Leia Organa Solo (Chief of State), Lt General Carlist Rieekan, Ret. (Minister of State), Admiral Ackbar (Minister of Defence?), Senator Arastide (Gantho; Senate Representative), Rationalist Party leader Senator Q-Varx (Mon Calamari; Senate Representative), and Daysong Party member Senator Typia (Senate Representative).

As of The New Rebellion, the Inner Circle included Leia Organa Solo (Chief of State), Senator Gno (Senate Representative), Senator ChoFï (Senate Representative), Senator C-Gosf (the Gosfambling; Senate Representative), Senator Garm bel Iblis (Corellia; Senate Representative), Senator Borsk Fey’lya (Bothawui; Senate Representative), Senator Meido (Adin; Senate Representative), Senator Wwebyls (Yn; Senate Representative), and Senator R'yet Coome (Exodeen; Senate Representative).

Incidentally, according to the Senator Gno in The New Rebellion, a term of the Senate is three years.
