Higher midichlorian number means bigger sensibility for the Force, on the other hand you still have to learn how to use it properly. Anakin didn't learn enough. He may have left the Jedi early, but he still recieved a lot more training than Luke ever did. I think that Vader's weakness stemmed from the fact that he was never able to completely give himself to the Dark Side, especially in ROTJ. A Force user sitting on the fence between darkness and light is less powerful than one who's commited to either side.

Forget Vader since his rather a Sith Lord. Forget Anakin since although he has the best potential he isn't even a knight yet.
Forget Luke from RotJ since he promoted himself to master. He has a very good potenetial also, still he is untrained. Of course in the EU he makes unbelievable acts...later.
By the time of the movies - all of them - the greatest Jedi is Yoda.
