It's like the Gestapo. It's a steaming pile of horse-shit, and it probably causes more harm than good.
All of its positive functions (public schooling, etc.) can be handled more effectively and more honestly by other agencies.

2. Remove the military power of Moffs.
Moffs with fleets are likely to perform less admirably in both civil and military administration, since they have to worry about both. They also provide too large a threat to the Emperor's sovereignty.

Ok I'll tell you what I'd do.
First,I'd get the best stormtrooper and clone him many times so each clone is in charge of a squad of stormies.
Secondly I'd get the stormies better weapons and armour.
Thirdly I'd increase the number of ISD's to around 40,000
And to every 100 ISD's there'd be a SSD.
I'd create a MASSIVE Flagship ship for whoever is in charge.
(Like around 20-25km long.)
And make its escorts 4 SSD's.
Considering the Empires amount of money they could probably afford it.

Many reasons.
1. Scare the shit out of Rebels.
2. Lots of space to hold Droids,stormies,Ties and smaller ships.
3. Big superlaser.
4. Could have an onboard repair bay.
5.Could take on entire fleets.

Establish a clear chain of command/succession for the government (millitary is built in to their ranks).
Change track from "rule through fear" to "rule through security". Instead of threatening distruction of resitence, promise safety and security. You achive this through the removal of resitence, but you make it look like you are protecting the public welfare instead. (I know... will need on hell of a propaganda machine).

Why ever would you want to do that?
Command ships as uberships is a pretty dumb idea in general; in general if the enemy can get close enough to put the command ship in a position where it must fight, something's gone very badly wrong with the battle plans. It's a much better to stick the command staff on a lightly armed flagship and spend the money that would have been spent on an ubership on the mainline fleet elements which actually fight.
Furthermore, the rebels are very, very unlikely to be intimidated by a 20-25km ship. Do recall that they were hardly quaking in fear on sight of the Death Stars....

To make the people happy;
- Increase Trade.
- Education freely available
- Increase the feeling of security; weed out criminal activities and everuone will love you.
- Increase prosperity; if everyone has work, a job and a family, they are basically happy and not quick to throw up problems.
- Allow aliens to openly join the Empire.
- More Propaganda.
To End the Rebellion;
- Offer total Amnesty to all rebels who give up within say a month. Offer a big bag of cash and privileges to those who defect. Then see the Rebellion loose many of its lesser members.
- Increase the Quality of Starfighters to only Tie Interceptor and above. This should help the military a lot.
Just a few ideas.

The Eclipse is said to be twice as long as the Executor. But since they regard the Executors as 8 km long, they're only about 16 km.
But if you take the real lenght of the Exes of 17.5 km, then the Eclipse would be 35 km long!
And you can intimidate rebels with those ships! Imagine the Eclipse, together with a massive fleet, appears over a Rebel base and charges the superlaser. They
will be scared.

The Executor is only 8000 meters long (mind you that is still huge). Read the Official Guide to Vehicles and Vessels. Not to mention that if you look at the length of the Executor to the length of an ISD it is no where near 17.5 Km long.

I hope that was a joke.... was it a joke? Guess no. Oh well.
They are 17.5 km long. Look at the movies. Look at the SW technical commentaries. It's proven they're that long.
The EU got their length wrong, because it was stated somewhere they were 5 times as powerful as an ISD. The EU translated that into 5 times as long.
Look at the SWTC.

The length of the Executor is much debated. Here are my thoughts:
The Eu states that the Exector is 8000m long
LucasFilm recently released a statement saying it is 12500m long
And from the movie we see that it is much longer than either of those.
I tend to agree with the last one, check out Curtis Saxton's site to see why.

I'll just comment on military:
- Make more small, manovourable ships like the carrack cruiser to deal with rebel fighter squadrons
- screw building DS etc. just poor the money into quadrupaling the size of the ISD fleet to 100,000 or so. A bit more useful than one big battlestation.
- Give tie fighters shields. They can build thousands of them easily enough, I doubt sticking shields on them will cost that much more.
- Build an army of assasin droids. Don't bother using stormtroopers to take out rebel bases, just send 200 or so of this lot in and see how quickly the rebels surrender, if theres enough of them left to do so
