Palpatine vs Yoda - not what you think!

I'm reading ATOC again and I came across this little gem.

(Ref: ATOC- novelization p. 296)

" By all understanding within the Senate, Jar Jar Binks's words are a reflection of Senator Amidala's desires."

Palpatine nodded grimly, and Yoda sensed a strong fear from the man, as if he knew that he was about to be thrust forward in the most dangerous position ha and the Republic had ever known.

Not only does Palpy have Yoda, Mace, and Ki-Adi-Mundi, in the dark about him being a Sith lord. But he actually has them thinking that he's scared to take the emergency power the senate give him.

Or is the fact that he's just been told that he's entire plot to take over the republic rides on the oratory skills of Jar Jar Binks!!!!

I choose the latter. I was just watching RotJ again, and there is no way in hell anyone can convince me that the Emperor was nothing more than PURE evil. He wouldn't have fear of taking control of the Republic. Fear of Jar Jar's stupidity however. A young Jedis feeble skills may be no match for the power of the Dark Side but damn, that gungan is fucked in the head man.
