Can X-wings attack targets on a planet from orbit just like capital ship?

Doubtful.

They do not have the sensors to pull it off or the fine control to keep the shots on target. They also don't appear to have the range in their weapons to pull it off either

Historically when attempting to his planatery targets the X-Wings and other allience fighters have been on planet. Read any of the X-Wing novels for confirmation. In particular the Blackmoon mission.

They do surface runs. They don't have the weapons range to strike from orbit.

What if they uses guided weapons like proton torpedoes or concussion missiles ?

Only TIE Bombers with 'atmospherically shielded' thermal detonators, and Vic-1s that can 'enter the upper reaches of the atmosphere' have the ability to do a projectile bombardment of a planet, AFAIK.

Logest shot i think we've ever heard of and X-Wing making was 20 kilometres in Rebel Dream IIRC. (it could be Rebel Stand though) While that was against a vong frigate. I dont think they will have effctive presion from without a planets atsmospere.

Proton torpedoes are energy wrapped against among other things micrometeorites. They don't have enough range though.

Energy wrap doesn't preclude atmospheric superheating. But if it did, range would not be an issue; you could just drop the thing if it was atmosphere proof.
