When you start to do something, aren't you trying to do it until you either succeed or fail? Or was Yoda trying to say that if you don't have confidence that the Force is going to work before you start, it won't.

Probably the latter. If you don't expect the Force to do what you ask of it, you're setting yourself up to fail.
That and a results-oriented approach to teaching, perhaps.

He was trying to tell Luke to get his shit together and stop being a whiner. He also implying that Luke couldn't come up with half-assed results and expect to become a Jedi. He had to succeed.

Basically, it's a combination of faith and positive thinking. To use the Force, you must believe that it can work, and that it will work for you. If you are in any way hesitant, the Force won't flow or reveal itself, and nothing will happen.
