Attack of the Clones was clearly the best. Read The Symbolism of Star Wars in the AotC discussion here.
It definitely tied the entire saga together in one fell swoop.

Empire Strikes back had the best drama and atmosphere, but AotC is far more revolutionary. It is the most symbollic movie ever made, with the possible exception of Blade Runner, and it has a tremendous amount of material that is just below the surface. It REALLY tied the entire saga together. All of the movie was very carefully crafted, and it is amazingly well done from a mythological/cinematic standpoint. I gotta go with AotC.

Sacrilege! One can not pick favourites from masterpieces!
But for my money ANH, TESB & AOTC are the best three, the other two are just kids movies, and I would have to go with TESB for my most favourite.
Now if you will excuse me, I must do penance to atone for my sacrilege....

The Phantom Menace is easaly the Best it envolves all of Great Star Wars Characters . It also sticks to the 1 plot!

ANH. I was first exposed to it via novel rather than movie and all the way through it really did feel like a true epic, it was a brilliant piece of work IMO. I felt like a real living breathing universe.

AOTC for me.
I was pretty slow to get into starwars, and it wasn't till TPM that I really decided the entire trillogy was worth seeing in detail... since then I'v really found TESB my favourite, untill AOTC... some of the plot stuff in that was just so great. Suddenly we were watching a serious movie again, and living in a galaxy far far away... for me AOTC is my favourite, and I suspect III will be just as epic.
