Raw resources and manufacturing capability are certainly important. Cloud City and the Corporate Sector Authority both have their wealth based on resource exploitation (the CSA controls a small area of merely thousands of worlds that are devoid of native sentient life). Kuat and Corellia are important for a number of reasons, one of which is the production of a lot of high quality space ships.

Considering how "spice" keeps being mentioned in canon..........
