1) How do we rationalise the vade breathing over the tusken massecre scene?
2) How much of Palpatines plans do his aides know?

Nothing. Secrecy must be held. He playing both sides against each other, planning to kill his partner and turn the Republic into the Empire. I wouldn't trust that to a lot of people.

1. The saga is told in flashback. It's introduced as being a long time ago, and so it is perfectly clear that it could be foreshadowing.

2. Which aids? Some of them probably know a little bit about his short-term aims. I don't think any of them understand the truth, yet.
