They don't slow your physical movements, but they do cause your brain to take long to process information and react to it.

AotC Yoda was CGI, but was modeled after muppet Yoda, wasn't it?

The CG model was only partially based on the muppet version. Actually the likeness and texture maps look nothing like the puppet. Personally I perfer the CGI version, the muppet look rubbery when the lighting hits it wrong.
