Let me think:
Palpatine would insist on a central government that depends on him. If he goes, the rest of the government would split, like what happened after the Battle of Endor.
Any rebel would go on to form a NR-like government, which has proved dysfunctional during the YV invasion.
I'd go with Thrawn.

Actually he probably could. He's a natural leader in more than just the miltary. He'd take care of them and sheperd them for the greater good. Thrawn believed in the ideals of the Empire rather than being power hungry.
