How do "dark Jedi" fit in to the Emperor's plans?

Wasn't the entire purpose of Darth Bane's "rule of two" to prevent in-fighting between large numbers of power-hungry Sith?

If so, why would the Emperor tolerate dark Jedi like Jerec and Hethrir? It seems to me they'd be even more of a threat than "good" Jedi.

You have two choices.

1. Based on rules of contradiction 99% of the EU crap is thrown out the window. (fine with me)

2. Come up with some lamebrained idea that the Sith wont ever train two apprentices at once but dont mind have probably insane part jedi lunatics running around.

Well Dark Jedi are basicallly Jedi who had fallen to dark side (or are Sith), as far as I know only few (if any) Dark Jedi come even close having the same power as Vader or Palpatine. Dark Jedi are probaly good for thing in which you need a Force user (like Revan's Sith Assassins), but don't want risk your self or your apprentice.

The rule of two applies to Sith Lords. Retainers like Assaj Ventress are not counted as Lords.

Overestimate the Contradiction clause do you. :P
There is no clear contradiction, in fact none at all. The dark jedi (ventriss, Bulq Sora, Palpatine's various hands) are simply minions under the Sith's control. They are not granted the knoweldge or power that a Master would impart to an apprentice, and rather just do his bidding for any number of reasons (mind domination, lust for power or violence, indoctrination.) Less valuable and powerful than a Sith lord, more expendable too.

Dark Jedi are FAR less numerous than the Jedi Order, and have no intrinsic dark side training. Not to mention, a whole cadre of Imperial Intelligence and imbedded with specifically-trained and ideologically pure dark siders forms the Inquisitorious to prevent any possible revolt.

Only a Sith Lord has the power to overthrow another; it would take large numbers of well-organized Jedi or dark Jedi to effect one's overthrow. The Emperor discourages training or growth amongst his dark siders beyond what is necessary to carry out his bidding. He likely liquidated all Jedi that were too powerful to leave alive, light or dark for that matter.

Only Inquisitor and dark Jedi Master Jerec approaches the power of a Sith Lord, and maybe Grand Inquisitor, the Lord Tobin and High Inquisitor Tremayne, but both of them are specifically trained to dominate and overcome captured Jedi and Force adepts; not empowered in an absolute sense in the power of the dark side. It is also worth noting that Inquisitor Jerec and High Inquisitor Tremayne are both enemies of Darth Vader.

Yes. As I recall, Jerec's powers were said to be "rumoured to be equal to those of Darth Vader" (I would assume this rumour to be incorrect, though they may approach Vader's) in the JK manual. I seem to also recall something about the Emperor taking steps to curb Jerec's interest in the Sith Arts.

Palpatine's force-using minions fall into several distinct classes.

There are the force-wielding members of the Inquisitorious, most of whom are dark Jedi, including Inquisitor Jerec (a former Jedi Master) and High Inquisitor Tremayne (a former Jedi Knight), but not all - the Grand Inquisitor, the Lord Tobin was a powerful dark sider but was not a Jedi Knight during the prequel era.

There were the dark side adepts at Byss and dispersed amongst HIM court, including HIM Ruling Council, and including the Grand Admiral Declann. They formed the nucleus of a growing elite which would supplant the traditional political and military and social elite in the COMPNOR Select Committee, the Senate, the Moffs, the Ruling Council, and the flag officers of the military.

There was his Hands, a group of particularly selected personal assistants and agents for the Emperor, encompassing assassins, aides, and warriors. They included dark Jedi like Sarcev Quest, assassins like Mara Jade, Sith-inspired warriors like Lumiya, martial artists like Ardyn Lynn and elite ace of aces like Mareek Steele.

There were random underlings such as Palpatine's "Dark Jedi"; a group of dark side-wielding underlings subsumed into and empowered through Palpatine's will and self. There was Executor Sedriss, the military commander and dark side warrior. There were the Prophets of the Dark Side, which helped Palpatine work to have the Force yield the events of the future.

But there was only one Lord Darth Vader.

That was also written before Darth Vader was wanked up in the prequels to be "The Chosen One" rather than just another powerful Jedi Knight who happened to go dark.

Master Jerec was an archeologist of sorts for the Jedi Order, traveling the galaxy to find ancient Jedi and other Force-using sects' artifacts and wellsprings of the Force, while neutralizing or cataloging nexi of the dark side and Sith storehouses or sites. In the process he learned a great deal of Sith lore and knowledge. He even branded his own face with Sith tattoos (desending from the corners of his mouth to the edge of his jaw). Hence why Palpatine sought to limit him.

Not to mention that Jerec's character wasn't created for a novel or comic book.. he was the final boss in a game. He needs to be wanked to give you a sense of accomplishment when you finally kick his ass.

I wouldn't say so. It was after all, only a rumour. Probably one fostered by Jerec himself after the demise of the Emperor (no reason to keep his head down after that, and it helps to motivate the troops if they think they have an ubersith leading them)

It's from the Dark Side sourcebook (Or at least, the version I've seen is). Order 66 is not mentioned by name, but the Jedi Purges are.
"The blind Jedi Knight Jerec was one of a handful of Jedi located and turned to the dark side by High Inquisitor Tremayne. Jerec and his Dark Jedi pursued the task with fanatical devotion, but when the Emperor died at the Battle of Endor, Jerec decided to apply his work toward expanding his own power. He researched the existence of the legendary Valley of the Jedi, which he believed to be the repository of vast power, just waiting to be claimed by someone brave enough to unlock it and strong enough to control it.
Jerec learned that a Jedi named Qu Rahn was also seeking the Valley of the Jedi, and that Qu Rahn had learned which planet it was on from a Rebel named Morgan Katarn. Jerec slew Rahn and Katarn and eventurally duscivered the location of the Valley of the Jedi on Ruusan. Pursued by Katarn's vengeful son, Kyle Katarn, Jerec and his Dark Jedi hurried to Ruusan. Jerec's followers held off Katarn long enough for Jerec to access the Valley's secrets and gain phenomenal Force powers. But even with his increased might, Jerec was unable to defeat Kyle or to prevent him from freeing the Valley's trapped Jedi Spirits."

I wrote it up compiling information from the Wizard's of the Coast SW d20 RPG supplement The Dark Side Sourcebook and what we know from ROTS.

And why did he go back, if the "return home" signal from the Jedi-temple was switched to "stay away as far as possible"?

It would be logical he was with other Jedi and attempted to kill palpatine similar to what Mace tried but was converted by palpatine and went on to help in the Purge.
