Palpatine, the Skywalker twins and the Rule of Two

Related to this thread but split because I did not want to veer from Stravo's thread on Palpatine and killing Padme .

Suppose Padme does stay put and gives birth to her twins. Stravo's OP stays the same and Anakin returns from Mustafar after killing Obiwan. What happens now?

1) Does Palpatine secretly murder the twins and Padme because they are potential threats to him and Anakin's loyalty to him? Is he that set on Anakin as an apprentice?

2) In the films, Palpatine shows little hesitation in ordering the death of his apprentice Dooku for the possibility of having a younger and probably easier to mold apprentice in Anakin. I think it would be tempting for him at somepoint to switch out Anakin for the twins. But which twin does he take? Can he have two apprentices? Do you think he would play the twins against each other and take the one that appears to have the more potential. I do not know much about the rule of two. Is it flexible at all?

For Palpatine, both paths are very dangerous. If Anakin ever finds out or if the surviving twin ever finds out...I am not sure which path he would take. Probably it would be easier to carry out #2 when the twins are still babies as the chosen twin would have very little recollection of the event. It might be easier to cover up.

I think the Emperor would have them trained as emperors hands, and then when one becomes more powerful the lord Vader, he would send evil Luke/Leia to murder him. Then after the deed is done the one that succeeds will become the next Sith.
