Why didn't he ever try it, I dunno, 15-20 years after he takes over the galaxy?

Because he has what he wants. he's a Total dictator emporer that could easily put large planets entire poulations into slavery, and he has the chosen one. Also, according to the "Galaxy of Fear" Series, Jedi and force using was banned. Even the dumbest bunch of stormtroopers can notice hes a hippocrite and rebel. That, and, He murdered his master, does he want an academy full of sith led by somone who wants to usurp the throne? I think not?

He doesn't want any Force adepts running around aside from two Sith Lords. And so it is supposed to be forever.
Any other Force users running about would threaten Sith rule, directly or indirectly.

Well, I'm wondering if he could have done it secretly, with a secret scouting program to find Force-sensitive kids. Doubt if it would find Luke in the Outer Rim, but what if he found that Senator Organa's pacifist daughter was one?

EDIT: Hell, Kyle Katarn was a stormtrooper. It'd be hilarious if they all had to pass a "special scan", he was found to be sensitive, and was recruited for a "Shadow Academy."

Or, I don't know, they could have just killed all people found to have high midichlorians.

because he killed most of the Jedi, and there was only him and Vader and we all know what happens when theres more than 2 sith, they gang up and kill the other

Rule of Two? Rule of Shmoo! Palpatine can change it if he wants. After all, what made Darth Bane so special that he could make this rule in the first place? The Sith have WON! Their ancient enemies the Jedi are no more! If anything, Palps is cocky enough to try it.

Yes!

As it is, I think Darth Bane got to make the rule because he could kill every other Sith he could find.

But what would Palps care? That was thousands of years ago!

While there was no accademy that I know off, Palpatine did have quote a few force trained assistants. There was Jerric from Jedi Knight, Mara Jade, that dude from Tie Fighter to name just a few. The secret is not to train them as full Sith and not to let them become too powerfu. The nature of the Darkside is domination not service.

As I recall he was the only one LEFT at the time he made the rule for all practical purposes. If i'm wrong correct me.

I'm pretty sure he was wrong. He was discussing it with this Sith woman, how there should only be one. Being afraid of dieing, she says to him "Or maybe two?"

I was under the impression that rule was just for the Sith. Doesn't necessarily mean you can't have Dark Jedi underlings or something.

That's pretty much what I thought; look at Dooku, he had Ventriss as an apprentice, who was certainly no Sith.
