Darth Sidious was the Sith master. Darth Tyranus (Dooku) was the Sith apprentice.

However, it's likely that Tyranus also now hates his former Order because of their subservience to the Republic, and (like his new master) intends the total destruction of the Jedi Order. The scorn in his voice when he declares to Yoda that he is now "more powerful than any Jedi" suggests this.

I'm not certain whether he intended to turn Obi-Wan into a pawn to further the Sith's goals, or whether he intended to destroy Sidious and take Obi-Wan as his apprentice.
Recall that it's standard Sith procedure for the apprentice to destroy his master and become the new master.

I'm fairly certain that this is answered in a novel (that I haven't read!).
If I'm not mistaken, Palpatine felt the Jedi were getting too close to the truth, and he felt the need to escape Coruscant under suitable pretext. It didn't work out that way, but instead he made way for his new apprentice, and by getting captured, made himself an even bigger hero in the eyes of the populace.
