OK can it be said that the treaty of Corellia is the event when delegation of the 2000 "officially" transformed into the Alliance for Restaration of the Republic(aka the Rebel Allience)?

The way I understand it, the delegation of 2000 was the beginning of dissent within the New Order, but the Corellian Treaty was when they actually organized into a militant group.

The delegation of 200 was a protest against the rise of the Empire and attempt to show that it wasn't a universial wish of the senete all those on the list were soon dead, this likel resulted in the treaty of Corrilia
