the clone of Jorus C'baoth, Jorrus C'baoth in my opinion was a pawn used for Thrawns own purpose. If it wasnt for Thrawn and Palleon Jorrous would never have been found and would never had tried to train Luke and never would have made an evil clone of Luke

He might had been a pawn for Thrawn's plot, however that because Jorus had no thrist for galatic power and was content to ruling over Wayland, as he explained to Thrawn. When he got a taste, he changed his goals. A suitable answer for this poll would be an 'all of the above because he was a pawn for Thrawn's plot but that had no influence over his personality which is insanity and questionably evil.

Fist off, I would just like to say that I try and steer clear of Evil debates
However, we have two contradictory cannon, or at least official evidence to go on.
One, was where Luke was talking to Artoo, he said he didn't think that C'boath was evil, he didn't get the same feeling off him like Vader or the Emperor, just insane. - DFR
Two, was when he was slain by Mara, he exploded with Dark Side energy like the Emperor. - TLC
So I dunno know, crazy evil perhaps?
