Does seem likely. Of course, they could also have had one of the ROTJ sketchbooks that Saxton also had and got scans from. Either way, yet another movie concept artwork that gets a second chance.
I've been cataloguing them and have seen more or less 5 ROTJ Mon Cal concepts be reused later on: a ship in the background on a Ryan Church "in-universe photograph" in SW:Visionaries, a "sleek cruiser" in Empire's End, a small, brick-like cruiser in the ROTJ comic adaption and The Vanderhelm Mission (originally from McQuarrie art), the basis of the MC90 cruiser, the basis of the Recusant-class destroyer and now, the basis of the MC30 frigate. 8)
