Where does the 25,000 ISD number come from?

I'm not that well versed in the EU and I've always wondered where the number came from. I've searched the Star Destroyer thread that's been posted at the top of the page and I've used the search function to no avail.
So who can tell me which novel it came from and quote the passage and get

Yes it was, He's looking back on the good old days about a Month before ROTJ when they where at thier height

It originally comes from a WEG book, The core rulebook I think.
