No he didn't. He just used Ungoliant instead. Ungoliant was the spider who destroyed the two trees and then just for fun bitchslapped Morgoth long before Shelob was born.

Yeah... IIRC, Shelob is refered to as "the last of Ungoliant's brood", meaning that Shelob is a child of Ungoliant, but not her most powerful.

Also note that two of the four are outright Gods, Ungoliant's considered possibly a demi-god...
