Yeah, it looks like strap-on armor modules.

I'm going to start translating the last 2 kanji accompanying it. For now, all I can read is "this is the new (something)!!" I might even take a crack at the 4 along tha bottom in parenthesis, though fat chance at me finding a reading that corresponds to an actual word in my vocabulary or the dictionary.

Which ones? I'm Chinese and know a bit of Kanji... If you're talking about the Eva-01 one, the parenthesis say "Details not clear." I'm fairly sure the last two kanji mean setting/design.

Fabulous translation powers are granted to me when I hold up my Magical Kanji Dictionary and say By the power of Greyskull!!

The word is settei, meaing roughly 'creation/established thing'. So it's basically saying "This is the new creation!!" and the title and accompanying text also mentions it being original, something about the show's mechanical designer, and they refer to it as 'parts', reaffirming the assumption that it's add-on equipment.
