The Spirit Detective, after the Dark Tournament mess, has recovered and gone back to his normal life...for a short time of course.
Emperor Palpatine manages to become alive because of <insert reason here>, and transports himself to Urameshi's time period to take over while Earth was still young.
On the way, he challenges Yusuke to a duel because he sees him as a threat to his dominion. Yusuke vs the Emperor, who wins?

Does anyone have anything persay on Yuseke?
I mean the Emperor can cloud the minds of billions...conjure up storms able to destroy starships with ease and has skills to put down Luke Skywalker in a match of Lightsabers.
He literally represents the pinnacle of the Sith...he is no small foe here.

And how long does it take for him to conjure these storms? I'm willing it takes longer then it would take for Yusuke to say "shotgun". We have seen the normal shot he does go through/into walls as well as pass through a larger ball of energy.
The clouding of the mind...uhhh. Ok, we know that clouding of the mind only works on the weak minded/willed, and Yusuke is about as strong minded/willed as they come so I'm sure he could at least hold it off long enough to get a shotgun or Spirit Wave out. I'm not sure on the properties of what the Spirit Wave does as I haven't really seen it in action but I'm sure others have and can explain it to me.

Also demonstrated was demonstrated him able to resist a multi-ton object slamming into him, skills enough to take Luke down in single combat, as well a Force Storm(unknown Time variable) but is able to shred literally a good 20-30 starships and able to devour the Eclipse.
His ability to cloud millions...possibly billions was because no one except a select few knew of Lusyanka's Existence from the Population of Coruscant.

I know they are from Dark Empire, and I know they are fucking evil. But are we dealing with the old hag of an emperor or the young guy? The force powers won't change any this is true, but the old emperor did not appear to even have a lightsaber on his person.
If the force storm tore apart 20-30 ships, then yes it can kill yusuke.
Yusuke has been seen, during the dark tournament to get slammed into concrete(?) walls and seem completely unphased. He's also survived large blasts. Sorry I wish I could get more specific but I don't have any tapes of Yu Yu Hakusho and they just restarted the season, but if I had to make a guess I'd say that the blocks of the arena where they were fighting were a square meter and that about....maybe a diameter of 40 blocks were covered in an explosion that hit him...I'll get to calculations soon. But he survived that blast and only lost his shirt and looked a bit scruffed up. Palpatine might decide that he'd be better to turn to his side then to try to kill.

No sweat...but even the aged Emperor was able to erect a TK field that resisted multi ton object being slammed onto him.
The only thing we didn't see is him personally doing any sort of combat in DE in that form, but in one of Maul's Adventure Journals he was able to challenge Maul in lightsaber combat and win. Also we are backed up with the thought age probably has little effect given Yoda's age and his overall bad-ass nature in AoTC.

Can anyone give me the page which allows you to get the power levels of weapons? I know Wong has it somewhere on his site but I can't find the darn thing.

No, but Shotgun is birdshot pretending to be 16 inch shells. Precog is not gonna help you get out of the way. Because as we all know, modern materials are the exact equivalent of SW materials...
Han's blaster put some nice sized holes in the wall of docking-bay 94, for example.
Not my fault. Dark Empire. Luke deflected fire from a Walker (two struck himself which he deflected via the Force, another he returned to the Walker with his lightsaber, damaging the Walker.) This is similar to Jedi being able to deflect Yuuzhan Vong fighter weapons fire from their own X-wings in Star By Star (Since by Isard's Revenge, AT-ATs and X-wings are approximately within the same order of magnitude for energy output.)
and that I've never heard of a Jedi deflecting Walker fire...
OF course, this all assumes Palpy has the SAME level of capability as Luke or your more mundane Jedi.

Ok, Walker fire can be deflected, I have to conceed that, since Palpatine is probably on just barely a lower rung then Luke in force capability.
But the firepower thing, I know that Han's blaster was putting good sized chunks in whatever that wall was made of, but there were pieces left if recall remember. This was an 8-10 foot hole in meter thinkness of what I am guessing is concrete, and there was no debris. Another time Yusuke shot, again what I'm gonna call concrete, though it's probably a lot tougher, knowing anime, and blew out a few chunks of it some of the chunks sizing at around 10 or so feet, probably more.
By the way, force speed won't help Palpatine in a fight much as Yusuke has repeatedly taken out guys that move so fast the human eye can't track them. Damn anime and their constant doing of crazy shit like that.

So? SW materials are many times more durable. Remember thata those walls are designed to be immune to Starship exhaust (which while less concentrated than a blaster bolt, is still quite intense considering we're tlaking about a stream of charged particles moving at near-lightspeed.) That makes a HUGE difference.

No debris? There has to be debris of some kind. If it melts, we would see molten droplets fly out (not to mention that the edges might very well be glowing with residual heat) - vaporization would have a jet of vapor flying outwards (we're talking a hole that is roughly twice the height an average human, this is not an insignificant amount of mass here)
If it shatteres, we would see fragments of debris flying outwards.
Of course, if it just "disappears", it might also suggest its a neat trick. I'd be willing to bet its fragmentation by all odds (especially if the "hole" made has jagged sides/edges indicating splintering.)

Which tells me nothing about the size of the hole.
And what proof do you have it is anything other than normal materials? I dont recall Yu-Yu Hakusho being especially futuristic.
And were these people moving at supersonic or hypersonic speeds? It astounds me how often people seem to think that "moving faster than the eye can see" somehow equates some sort of huge degree of acceleration irrespective of other facts.

This would normally be the point where I would demand calcs for Yusuke, were I not more than confident that it would be a pointless exercise and only lead to more "we don't need calculations because my completely subjective observations are superior" logic.

I will make a few observations. One thing that's worth noting is that Yusuke often goes through rapid decelerations, often with his own skull as primary impact point. I've seen him go from covering four times his own body length in flight(A good twenty feet/second) to a stop by crashing to the ground. I am forced to conclude the fact he's died(twice) has somehow toughed him up ridiculously, so I suspect he's not susceptible to simply being battered.
As for the Spirit based attacks? In the living world, they seem definately chain reaction based, because they can't be DET(Dragons Of Darkness Flame vaporizes a guy with some random ash left over, yet the stadium floor isn't melted).
