Episode 34, Rurouni Kenshin, when Misao meets Kenshin for the first time and tries to rob him.

Excel Saga, episode 2.
"Do I detect the prescence of my old master. SPACE BUTLER!!! AAAAAAAAGH!!!!" cut to scene in eye "The name I do by is SPACE BUTLER"
I actually hyperventilated I was laughing so hard. I fell on the floor and had to crawl to my kitchen and get a bag.
If it almost kills you, its damn funny.

Funniest one I've seen recently:

Rune Soldier episode 2

The suspiciouly buff wizard, dreaming of vast treqasues (and that smehow his female compatriots will strip to roll around in it) opens the secret passageway, only to be attacked by orcs. He runs away but one of them hits him in the head.

He flies into a berzerker rage and beats them all the death, using his magic wand as a club.

That and the entire "darling jar" episode...

Jungle wa itsumo hare nochi guu deluxe, right at the end of its ending sequence. The only way I can describe it is what you'd get if you mixed John Travolta in Saturday Night Live with Chest Hair Pompoms.

Recent: The Matrix style gun battle in FLCL. Amarao running up the wall made me laugh my ass off.

There's also the first time I saw Hyatt sucking on the banana during Excel Saga's opening credits. Maybe it's because I have a sick mind, but I'm pretty sure they were trying to imply something else.

And of course, Excel Saga 26 in its entirety is by far the funniest animated thing I have ever seen.

Azumanga Daioh, Sakake-san's relationship with cats in general. Thats all I'll say.

There was a whole lot of good stuff in Slayer, as well. And then there are two of the Three Great Unfinished OVAs- Dragon Half and Elf Princess Rein.

Trigun is hilarious, Vash is the comic relief and the hero. And Inu Yasha has it's moments too. *Curses Cartoon Network for not having Adult Swim on friday nights*

The one scene that sent me rolling came from Zoids, oddly enough. I don't remember the episode name at all, sadly.. Some battle that got hijacked by a black judgebot. The scene that sent me giggling was after the official judgebot proceeded to lay a smackdown on the hijacker, and struck a pose in front of this traditional Noh theatre background, cherry blossom petals floating by, stating 'Our word is law!.'

Then orbital bombardment.

I remember that. That was HILARIOUS. Zoids was a very funny series too.

I remember that. ph34r the Fuzzy Pandas team!

FLCL had some funny moments, like the baseball episode. I laughed my ass off when they showed that scene where Naota's dad was giving Haruko a massage. Also, same episode, where Haruko chucks baseballs at Naota and nails him with the fifth or sixth ball.

The episode of Rurouni Kenshin in the Kyoto arc where the battle at the Aoiya is starting and Yahiko starts this whole big arguement over who's sexier: Kaoru and Misao, or the cross dresser, Kasamari I think his name is. I always thought that was hilarious.
FCFL has many hilarious moments too if you can get past the fact that the show is pretty much 100% randomness.

Martian Successor Nadesico, episode 6. Yurika tires to make a Gekiganger action figure the substitute captain so she can go see Akito. Her subordinates sya "No way!" and the throw the toy down to Ruri, who tells it that it would probably make a better captain anyway.
