Ooh, tough one.

Rock Lee is blindingly fast, as in he moves faster than you can see type fast. As far as Genin go, he's probably among the higher level, although Sasuke is faster than him towards the end of the exams.

Tenten, one of his teammates, was able to jump straight upwards at about 2 meters a frame, and Rock Lee is almost certainly faster than her.

As for strength, it seems to be at the normal Genin level.

Kenshin, however, is also very fast... I get the feeling that shinobi have faster reflexes though...

As for his strength lets also not forget those leg weights he was wearing made the entire room shake when he dropped them.

Well, I'm getting episode 48 right now, so I had no idea about that... I've watched the anime up until that and seen a large portion of the manga.
