TV Scale: Kagato was able to rip the ground apart, and that was considered impressive.

OVA Scale: Aeka managed to withstand the event horizen on a black hole for a minute. Tenchi's power is WAY above Aeka's. Ryoko hasn't even worn all of her gems yet. Light Hawk Wings are defined as the perfect defence (by the Godesses, who run the universe). Washu has a time machine.

Tenchi Muyo! GXP started airing in Japan in early April 2002 and ended around in September.

Besides, the OVA Kagato is so much more badass than the TV one 8)

The OAV universe beats their TV counterparts, and take TV Tenchi(more to go around), Sasami(Like they would hurt her), and Ken-Oh-Ki(It's all Ryo-chan's fault!) for themselves.
