I'm still pretty unsure about hte capabilities of the Draegaran empire, so I'll just focus on WoT vs. The Empire of the North.
First, the strengths and weaknesses of each side:
WoT (Rand's Empire + Seachen controlled territories + borderlands )
Strengths
-Downright nasty spellcasters, and experiance incorporating them into military tactics. This includes Gateways.
-Band of the Red Hand and Mat Cauthon with his memories.
-Large numbers of skilled troops.
-Rand, Elayne, Egwiene, Nanaeyve, the Forsaken, Choden Kal, etc.
Weaknesses
-Divided. Unlikely to mount a major invasion of the Empire simply because committing troops would leave one power vulnerable to attack by the others, not to mention the Dark One's forces.
-The Forsaken, at least the female ones, could shift sides, giving an advantage to the empire.
-While they have many spellcasters, including quite a few powerful ones, they are also fairly direct in their use of the Power. The Asha'man and Damane are good at dominating a battlefield and tearing the hell out of enemy troops, but their range of abilities seems to be limited.
The Empire
Strengths
-Battle hardened army with experience fighting amongst sorceries. Some units, such as The Black Company, have experience with using magic users, as well as dealing with them on the enemies side.
-After the Battle of Charm, Lady's power is pretty secure, so they aren't likely to face trouble from behind if they were to mount an invasion.
-The Black Company with The Captain, Croaker, The Lieutenant, their sorcerers(Goblin, Silent, One-Eye, and one more I think...)
-Lady and the Taken.
-Magic users in The Empire may not be able to stand up against Rand, or any Aes Sedai and Asha'man in a straight fight, but they make up for it by cunning and what appears to be a wider range of abilities to use.
Weaknesses
-The White Rose. If agents from Randland spend anytime in the Empire, they'll hear about her. Plus, Raven's likely to grab her and find a way to sneak into Randland to escape Lady's search.
-While they might have more experience dealing with magic, the Imperial troops are still going to be facing hundreads of Asha'man, Aes Sedai and Damane, as well as troops to defend them. It will get bloody and ugly for Lady's forces, especially if they invade.
-While Lady's power is secure, she also took heavy losses fighting the White Rose Rebels, which means that it's gonna take time to rebuild her forces.
-Just as it's possible that a Foresaken could switch sides, there are also couple of Taken who might try and carve out their own little niches in Randland, namely Soulcatcher, but also a few others.
As far as I'm concerned, it could go either way. The Black Company is good, and has earned its reputation for being nasty opponants. However, Mat Cauthon's Band of the Red Hand would pretty much counter them. After a few early slaughters by Asha'man or Damane, Lady's forces would retreat and the big nasties, ie the Taken, would be brought in. They would balance out the equation somewhat. Rand could probably kill Lady if he wanted to, but she's ten times sneakier then him, and would make sure he didn't want to kill her. Gateways would be useful for transporting troops and attacking the enemy from unexpected directions; however, from the books, the Asha'man don't seem to be used to the fullest extent, IMHO. The more powerful sorcerers of the Empire tend to be pretty inventive as well, and would more than likely find someway to minimize the effects of Gateway use.
So I guess you could say that WoT could hold its own, but there are too many things that we can't determine if we're looking to figure out a definate winner.
