As powerful as the writer wants him to be...I mean they gave him Krypto back(sigh)

Seriously in OWAW he survived Imperix blast, stood toe to toe with Darkseid with no sign of pain, and basically pushed a Planet(I still love the dynamics to this)

Yet in JLA he can't go against a guy who's basically him with paler skin and less powers.

Yep, but Ennis acknoledged that plotline in the first issue of the WELCOME
BACK FRANK miniseries, where Frank is holding Gnucci on the Empire
State Building and reflecting on how he told the Angels to shove it and
they sent him back to earth as punishment..
