Warhammer 40k's economics is more than a bit fuzzy. The Imperium of Man is stated as having over a million 'known' major worlds plus millions of other minor tithing worlds scattered across the galaxy. Many of the Imperiums lesser worlds view Terra and the "Imperium"as this mythical entity that they pay homage to. Hell, the fluff even states that some worlds haven't seen an official represenative of the Imperium since their conquest, 10,000 years earlier during the Great Crusade. Each world is assigned a "tithe grade" that sets up how often and how much a world is expected to pony up in each tithe, sometimes this is yearly , or it can be longer between tithes, up to a century for smaller low tech worlds. in the Battlefleet Gothic rule book , it gives an example of this in that one planets tithe was the material needed to construct a single Heavy Cruiser, which took over 50 years to complete for this small low industry world. By contrast a Forge World such as Ryza, or Hive Worlds like Armageddon or Necromunda, their tithe could consists of tens of thousands of Leman Russ Battle Tanks , Chimera APC's , Las-guns and dozens of Regiments of Imperial Guard or Tech-Guard for the Titan Legions each year. It all depends on how important you are to the High Lords of Terra. Its funny occasionally they will get surprised as a ship full of goods arrives in the Sol system from a system that has been completly forgotten about for thousands of years and the Adepts who ordered the tithe are all long dead.
As far as Orks, yes they reproduce using spores, like a fungus , but they are not 'mushrooms', just some ones long forgotten bio-engineered solider-class run amuck with out guidance. Average Orks are only moderatly dangerous, more concerned with eating and having fun(this usually involves loud noises and great deal of personal danger) to want to war on anyone. However when the Waaaagh comes upon them , or is instigated by a powerful and charismatic Warlord (like Ghazguhkull Thraka) they become truly lethal. The Meks(a mechanic sub-group with tech knowledge hard wired into their brains, they don't know how it works , it just does) start building weapons and buggies and Gargants and worse as the ladz get all fired up to go stomp something , wether it be Humans(Humies) Eldar(Pointyearz) or other Orks, it really dosent matter.
At one time the Imperium considered launching a massive Crusade to wipe out the Orks , but decided aginst it after an Ordo Xenos report that showed that Orks out number all humanity about ten-thousand to one, if angered, this green tide could easily swamp and annihilate the Imperium. Thats why Armageddon was so troubling for the Imperium , it was the Worst Ork Waagh in 10,000 years of recorded history , and the fact that Ghazguhkull and his senior Warlords all left (of their own accord) at the height of the fight for Armageddon smacks that this was another 'test' to see how to launch a proper invasion of an important Imperial World..........this makes the Lords of Terra very, very, nervous.
