Well, I don't have any computer RPGs; however, if I could choose a city from ANY RPG, period, I'd choose Byzantium Secundus. Formative period of a centralized government, and just because they have higher tech doesn't mean they haven't lost some noticable doctrine: If I hang around the right places and say the right things I might end up in the Imperial Eye (Yes, I'd probably have a shorter and nastier life than that, but, hey - Exploring a city planet would be worthwhile regardless. Of course the Church might avoid me a more unpleasant fate. Hrmm... Celestial Theologian. I could live with that).
If I was one of my characters in the Fading Suns, then the situation would be quite different.
