How does Colonel O'Neil (Stargate SG-1) compare as a Commanding Officer to other mainstream Sci-Fi leaders, in both competence and tactical ability.....

He and Garibaldi would stack up pretty well, they have basically the same level of skill.

he seems to be a decent leader in that he uses common sence, which is something many many sci-fi squad leaders, commanders etc lack.

Decent commander, though I don't think he would do well with the size of command his rank should warrant. Much better then most Sci Fi commanders, though like most he often has the benefit of moron's for enemies.
