One day in the 40th milennium, there is a long and brutal fight between a Warboss's fleet and an Imperial Fleet, the two sides both fight hard against the enemy, but eventually the Ork's win, although with some causalties, the Orks then move on looking for other things to fight and kill and go into the warp, however one brute Ramship is very badly damaged and upon entering the warp gets sucked out and shot out into another dimention, around 2045 in earth orbit, two years before another alien race will arrive. The ship is hit with several shots from a series of Orbital energy cannons but manages to crash land with most of its crew surviving in the middle of Kansas, albiet with it's engines having sufered Irreparable damage.
There are about 5,000 Orks and 15,000 lesser greenskins aboard, as well as about 25 looted Russ's and they decide to start up their very own WAAAGH! on this strage Crystal covered world.

... There's one interesting possibility in this:
Tiberium's a known mutagen, it covers alot of the earths surface at that time, and IIRC Kansas was a red zone.
The current Orks are effectively a fungus, growing in pods underground. They're also incredibly resiliant to things that would kill any other species. Their little... prostetics for example.
In DoW they're effectively not much stronger than the IG as far as basic infantry goes. (They play pretty similarly.) Don't know about their Tabletop stats in comparison... But having seen the level of power put into even the IG's GI weapons...
Although, high powered lasers and outsized weapons aren't alien to the world of C&C. I think innitial GDI recon forces will be overwhelmed, and torn to shreads by this new threat. They then start responding with serious assets and begin pouring funding into military assets that would have otherwise languished in the time up until the third tiberium war.
This could cause Kain to move his plan's time schedule up. Assuming the final two years of "peace" were due to waiting for an opportunity, whether than the technology to activate the Liquid T reaction. I forget exactly what the hold up was, especially since the first half of the Nod campaign was essentially a diversion operation with the occasional vital asset grab.

Well it's pretty hard to quantify most C&C weaponry - with the possible exception of nukes, ion cannons etc - but I doubt they'd measure up to some of the stuff 40K has.
Fortunately there aren't many orks left, but if they can get established and start throwing spores everywhere I think GDI & NOD will be in for some trouble. An early attack is their best hope I think: with only 5k orks and 15k gretchin etc I'd be surprised if neither GDI nor NOD can't bring some vastly bigger numbers to bear - not to mention artillery, aircraft etc.
The big question as I see it is the whole Tiberium thing... orks are damned hardy creatures given the environments they can survive, but Tiberium seems to mutate living things at a fantastic rate. If they can survive the Tiberium exposure and get established they'll be a serious menace... if they all turn into visceroids however...

Which is the question: What's the effect of the mutagenic properties of ambient tiberium and it's radiation, as well as the effect of the crystal growing portion upon the ork growing portion.
On the quantifying part. TS, I believe everyone was still using 5.56 NATO chambered rifles with probable ballistic advances to thwart the mild body armor and environmental suits everyone wore.
In general, the armament technology (aside from Nods ever present weaponized lasers, and GDI walkers.) wasn't much advanced from reality. Tanks and artillery still mainly used powder based ballistics, and ignoring the Ghost Stalkers, super tech like Rail/Coil guns and Lasers were limited in application.
Come Third Tib war though, Lasers and Rails (and supporting technology) have advanced enough to be mountable on vehicles and heavy infantry.
Really, the only possible alien supremacy the Orks have a chance of bringing to bear is the odd psycher ork. As there're no real examples of psychic individuals in the Tib universe. (Assuming the Warp is applicable in more than just staging Deus Ex...)
Firepower wise, I think that they stand a chance. Especially since the orks are very likely to degenerate into in-fighting and factionism.

The Ion cannon network will be operating and Orks don't do "Stealth". They get blasted into green pulp by a few dozen Ion cannon blasts, and at most the spores will make a few new & interesting Tiberium mutants.
