Scramming a reactor doesn't mean making it go boom. It means shutting it down in a very rapid manner, such as in an emergency. With a fission reactor, it involves essentially slamming the control rods all the way into the reactor core, while possibly also injecting neutron absorbers into the coolant. A fusion reactor, especially one sized to a power armor suit, could probably be scrammed by filling the reactor vessel with water(assuming conventional hot fusion).

To be honest, I don't think that's a particularly good example. The Section 9 members seem to be on a kind of personal network, given that they were supposed to be able to get into Aramaki's head when he went missing, but couldn't because he was in autistic mode. The fact that there was no backlash from Batou's inevitable attack barriers (which Togusa has) and the fact she did it wirelessly seems to suggest this.
Kusanagi has Batou's ghostkey-she can make him punch himself in the face whenever she wants.
