Bah, my apologies. I thought Kasrkin *were* Cadian Shock Troopers, the equivalent of Stormtroopers, and that Stormtroopers and Cadian Shock Troopers got hellguns. I remember reading in an article about the Imperial Guard miniatures army that stormtroopers get hellguns...
So in terms of elite non-powered-armor units it goes Kasrkin > Stormtroopers > Cadian Shock Troopers > various other 'elite' units? Well, the Inquisition's stormtroopers should be in there somewhere, and possibly the Adeptus Mechanicus elite as well. For that matter, Naval Security and the Adeptus Arbites are supposed to be pretty damned scary, even if they're meant for a different set of duties than the others listed.

You can't really rank it like that. If you were, however, you would almost certainly put something like the Cult Mechanicus Skitarii at the top, or otherwise Inquisitorial Storm Troopers, simply based on the equipment they an get. I remember a question sent into Chapter Approved about Inquisitorial Storm Trooper vets and officers being able to get stuff like Artificier Armour or Lightning Claws. And yes, hellguns, which are basically just lasguns with backpack power sources, are the normal weapons you see Storm Troopers carrying around, to better serve them n their duty as int to the breach hardcases. It's why they have carapace armour as well.
