Oh yes, I'm not disputing that they sent a scouting force. I'm just saying that they had to have anticipated it being a highly developed and industrialized world - and for whatever reason - chose to send a very small fleet.
It's possible that Regret just jumped the gun so that he could elevate his own power and status by finding and controlling the ark. In fact, that seems like the most sensible explanation.

Right on the money. Bungie themselves explained on the B.net original website (can't find the link now, unfortunately) that the only reason humanity wasn't wiped out was because the UNSC was spread across a lot of stars, very far apart, and the Covenant was pretty much looking for needles in a haystack. That's the only reason the Cole Protocol even works in the first place.
There's a crate of nerve gas in the armory when you first start playing Halo 2. There's several others, but that one's pretty easy to find and you don't have to look very far if you want to confirm it for yourself.
