This was something that i was thinking about involving the Tiberium Universe for some time.
GDI has a considerable presence in space, with the space station Philidelphia, the Ion Cannons and a host of other stuff, including the ability to land drop pods full of Zone Troopers across the Planet for tactical strikes even after Nod went and blew Philly to Narnia. All of which would require some good orbital lift copacity to get said things up and working.
Now here is the problem, Why not relocate into Space? It would be fairly easy of them to develop Low Earth Orbit to Moon and Back transports to set up shop on a land that has not seen the blight of Tiberium Growth upon it. Even if its not a feasable stratagy to relocate the entirity of mankind or even a big chunk of it for a century after Tib War III (which i doubt would be the case), it seems like a good move even if its just a Shit hits the Fan sort of thing.

Philadelphia was a big space station, but even if GDI had the equivalent of 10 other stations of the same size in orbit they’d still need orders of magnitude more space to even think about supporting a useful fraction of the world’s population in space. Its likely that those space sations are dependent entirely on earth based logistic support and manufacturing capacity too, shifting that to space would be immensely difficult to say the least. I can’t see how GDI would ever be able to afford that kind of operation when it’s already overstretched dealing with NOD, random rebellions and the general world health crisis.
Probably some small outposts on the moon did exist as a preserve of humanity,,, but earth is home. It makes more sense to just dig tunnels on earth with sealed environments, which can still exploit the earths surface resources easily, then to go try to live in space.

Presumably, they do have some population in space, but they'd have no need or capacity ot relaocate a large hunk of humanity into deep space, especially considering that GDI has made some progress converting Red Zones into habitable territory. (though how far they've gotten with that with LEGION kicking the shit out of ZOCOM repeatedly is up in the air)
