Its the 41st milenium yadda yadda. On an otherwise unremarkable planet, some Techpriests come across an old spaceship and find in it it the remains of a number of Cybernetic constructs, in which are the remains of human brains inside, which look like this...
as well as some surgical and manufacturing equipment. They eventually find a couple of Cybermen which were in hiberation which activate and tell the techpriests about what they were. Namely that they were a the result of an attempt by humans to conquer mortality and were sucsessful in that endevor. They also explain to them on how they would (metaphorically) LOVE to show the Adeptus Mechanicus how to make more of themselves.

The Imperium already has the technology to build fully cybernetic bodies around a brain. The Adeptus Mechanicus would have little interest, since potentially heretical archeotech or xenotech isn't really worth the trouble if something similar is already understood.

It doesn't really matter how fast/slow it is. If they get their hands on an FTL engine that doesn't need to go through Chaos infested space thats inherently unstable then they'll grab it with both hands.

Men of Iron were robots not cyborgs, IIRC.
As for the Cybermen process of brain is a metal jar, the Mechanicus already does it, and with some really snazzy upgrades besides just being in a metal jar. High ranking magos have crazy physical capacities, and they've also modified their brains to insane levels. The Cybermen process doesn't seem nearly as beneficial (in the Mechanicus view) compared to that, IMO.

But there would also likely be a bunch of Whoverse super tech laying around, the limited time machine, the ability to go to other universes. Plus the cybermen's bionics seem to be more easily produced then the Imperium, seeing as there entire army is made of bionic men, while the imperial guard are only given it if it's absolutely Nessa for the mission.

Depends on which universe they come from. our universe cybermen, can travel between galaxy's with reasonable amounts of time (in there later days). Though the one from the universe with Airships had showed no interstellar technology capability, nor the ability to make space battleships.

The Daleks probably got the Sycorax just because they have confronted the Doctor before, thus making it would be slimly easier to create a plan to out smart him. I don't think it had to do with fleet muscle. The cybermen did not look any different then they were in Season 2 final, or when they went back to in time to ancient england,and other races do change a little bit in each different time the Doctor sees them. The races were just plucked out of there respected time zones and put in one place.

It was very specifically an alliance, not a dalek plan. All those races had discovered the cracks on their own and determined the origin (phone box) and then united in common purpouse.

It was not a plane made Specifically by the Daleks ,no. But Getting every one who ever faced the Doctor to come together was the purpose, so what I'm saying is the Syocrax were probably there because they had fought the Doctor before not because they have big guns.
