In that case, maybe I can speculate on some shit we never see Skynet having, because hey, maybe John Connor was in the boy scouts and so he had to be prepared, and maybe Skynet sent some Terminator to disguise as a Scout Master.
Note that those enemies weren't even free or anything. They were all apparently taking part in some weirdo machine... thing that's happened before because the Matrix required choice, those who chose not to accept the Matrix ended up in Zion and shit, and the same thing was happening over and over again cause the machines were just rebooting and... ugh.
The Matrix is so fucking stupid.
Oh, and Skynet has a time machine.

In this situation Time Travel is potentially useless.
A single Terminator is not going to be able to take on an army of sentinels alone in the past and there is no indication how long the machines have been doing this cycle. The range and accuracy of time travel equally becomes a question. We see them going back 10 - 20 years at most. Only the series suggests time travel and go further or send more than one person.
Since the Machines have been performing this cycle for an unknown amount of time that can easily be upwards of 70 years (7 Incarnations of Neo). The Machines would have had access to swarms of Sentinels for at least that long or whatever they were using. Prior to that and your in the period they were fighting humans which logically would require more effective weapons than they use for their post-occupation setting.

Why wouldn't Skynet just use its Terminators to murder the individuals critical to the Machines' creation?
It's not like the Machines can fight back (they have no time travel and don't exist yet) and no one's gonna send back a bodyguard to help them.

They could try knocking off Neo though- the machines' plan involves having a One, so they can fuck things up that way.
