I'm still not convinced that the 'End of Time' Rassilon is RassilonRassilon. I suppose stranger things have happened (roughly once a week) and they managed to revive the Master to serve in the Time War...
Still, he seemed kind of lacking in the qualities I'd expect Rassilon to have. He was the one person besides the Doctor and his group of friends who actively worried about the Time Lords becoming corrupt and arrogant, and now we're supposed to buy that he'd sacrifice the entire universe for the sake of the Time Lords?
That said, the Master and the Doctor have worked wonders with earth-tech and materials. Giving a Time Lord the sort of technology and industry found in the SW galaxy sounds like a nerdgasm waiting to happen.
Anything more on his alledged mental powers? Time Lords have demonstrated low-grade telepathy before, but manipulating stellar phenomena through mental power alone is on a whole different level, to say the least. Then again, there have been Sith who achieved similar feats during the Sith Wars so...

Most of my non-Testing posts do make sense. The point is just hidden deep within a chasm or sarcasm. A sarchasm if you will. People see it and scream blasphemy and madness, and then I kick them into the chasm and laugh.
Be that as it may, fine, Time Lords can and have and do demonstrate the ability to do wonders with the tech they have. But does this mean that this will give Rassilon a no-limits technobabbulated ability to pwn everyone and be basically greased lightning? PersonChoseFive1 seems to think so, and will quote out of context bullshit the Dalekssilons did in the DWverse that have little to no bearing in the SWverse because the technology and physics are different (say, if Dalekssilons did a Crucibloid Attack that required the Sedusa Crapscade phenomenon in technobabble anomaly in DWverse... which doesn't exist in SW, then that bullshit won't work in the SWverse because... it doesn't exist in the SWverse), and pretend that that shit actually means something.
Whereas I think that the Rassileks, while they could possibly do awesome shit with their awesome knowledges in shit, would by no means be able to trounce SW powers and parties and fractions effortlessly, and for all we know a Sith may just stab him in the face with a lightsaber and ruin his shit. This situation is far from being a total "DW guise win! hur hur", and I merely offer the possibility that Dalevrorassilonilekrovros - after he uses his gauntlet gunstalk to blow up some guy's flat to make lame screencaps - may end up getting challenged by another powerful SW power, and maybe his vision might get impaired with a lightsaber to his eye-stalk.
A lot of the stuff simply relies on speculation, and for every stupid speculation the 5PersonIChoseOnce presupposes to bring awsum victoly to his Rasslors, anyone can counter with another speculation that ends with Rassilon getting punched in the face by a stuffy Coruscanti police officer transferred to a small Tattooinie town and falling on a toy car and impaling his face on a miniature church tower.
After all, Force Users have precog and can totally force choke the arteries of Masterassilon's heart and give him a brain stroke. Even if Time Lords have two hearts, Force senses can tell that he has two hearts, and I think Force superspeed moves faster than two heartbeats.

To be fair, various Who related texts (The Gallifrey Chronicles, EU Novels, Audios, etc) strongly suggested (and in the case of the audios directly showed) that Rassilon gave himself abilities well and above those of other Time Lords.
One of the abilities was true immortality; he either didn't need to regenerate or could do so without a limit. Which is one of the reasons that the other Time Lords went "fuck this, Rassilon is a douche" and used their combined power to lock him in stasis in the Death Zone.
The extent of his other abilities is not known. But he is stated to be a technological genius, a ruthless bastard and a general douchebag with little to no morals. He also hates superstition and anything that might quantify as magic or religion - one of the reasons he led the rebellion to unseat The Pythia's rule of Gallifrey.

Have you actually seen The Five Doctors (I don't recommend it) or are you operating off a synopsis there? Classic-Rassilon is a cockbag too. His idea of protecting the Time Lords from corrupt leaders is to deliberately set a trap for them that tortures them eternally. He then threatens the Doctor(s) with this with a genuine sadism. I wouldn't be surprised if it was the original Rassilon (since by that point arguments about if it makes sense are no longer relevant to DW) but I don't believe there's any explicit statement either way.
Frankly it's dubious in the extreme to draw any conclusions from Time Lord history, since they have such a poor grasp of it themselves. Rassilon is a myth-figure, linked to almost all acheivements in his period - even those the Time Lords don't even believe in anymore - regarded as both a national hero and a terrible dictator as required. Due to the first time law, there are no eyewitnesses who aren't horribly biased maniacs (like Omega, or the Rassilon projection in the Death Zone) and the period seems to be covered primarily through oral history and the tape-drives of old time capsules.
I bet some Time Lords believe Rassilon physically built the Citadel with his own two hands.
