In the miniseries we do see Raiders jump in and Nuke the none jump capable fleet pretty rapidly, though admittedly they had co-ordinates fed to them via a Raider doing recon a short while before so I'm not sure how usful it is for working out how quickly they can target lock.
This odyssey, this, exodus. Do we journey toward the promised land, or into the valley of the kings? Three decades ago I envisioned a new future for our species, and now that we are on the brink of realizing my dream, I feel only solitude, and regret. Has my entire life's work been a fool's crusade? And depending on BSG-verse jump ranges and the relative position of both combatants, they may enjoy a considerable advantage in terms of deep strike missions- jumping into Honorverse systems, bombarding, and jumping out before the defense can respond. Honorverse system defenses aren't really very good at coping with a sudden sneak attack, because they're organized around dealing with very powerful threats that take an hour or more to materialize.
In Mission of Honor, Manticore's planetary defenses at Mount Royal were able to destroy incoming debris from the shipyards after the Mesan sneak attack, which meant Manticore got away relatively unscathed, while Sphinx got hammered. But it does indicate that where defenses do exist, response times can be relatively fast.

Err-no. We're talking emerging from a jump in atmosphere. Planetary defenses had minutes at least to get rid of the debris. Heck, there was enough time for tugs to try to get the debris moving somewhere harmless. From what I can tell so far, Cylon raiders can pop in, drop a couple of nukes, and pop out again in a matter of seconds.
