Get alot of Psykers and give then Thrintun telepathy helmets. Effectively silence all disorder everywhere, all other races except for maybe Necrons would be under Imperial mind-control.

Yeah, but then you are handing control of the Imperium over to witches and, therefore, the chaos gods.

Anyone who seriously suggested such a course of action would deserve the slow death the Inquisition would give them.

True, that's why the Psykers are just a stepping stone. If The Helmets work with Warp based Telepathy, then what the Imperium would do next is to create a galaxy beacon, the ultimate form of the Thrintun mind-control technology. Hook the Beacon into the Emperor and he instant kills every one of his enemy, placing Humans as the most powerful species in existence. afterwords it would be simple for the Emperor to finish his plans against the Chaos gods.
