Its just fictional medical stuff. He wasn't a cyborg rebuilt with giant nanos who shot microwave buster missiles or anything.

He was just... yellow.

I'm not sure what criteria they are using to determine Film Noir in SF terms, but some possibilities include:
1984
Metropolis
No Blade of Grass
The War Game
Stalker

It was consider quite good at the time iirc. It's supposed to be a very faithful adaption of the comics. So... depend what you think of the comics,
