As for the A-team shooting, beyond the obvious point that having a main character, especially a joke character, gun down a mass of people in a scene is a bad idea on a children's show, there are in-universe reasons. Either a) he was aiming to miss and scare them away, or b) he actually is a terrible shot, which is why he was demoted to a nurse in the first place.
Didn't the Doctor make Strax a nurse according to A Good Man Goes to War? I doubt he would have done it because Stax was a bad shot.

Doesn't preclude Strax being a bad shot either though. He could have terrible aim on top of whatever it was The Doctor made him a Nurse for.
'Next time I let Superman take charge, just hit me. Real hard.'
'You're a princess from a society of immortal warriors. I'm a rich kid with issues. Lots of issues.'
'No. No dating for the Batman. It might cut into your brooding time.'
'Tactically we have multiple objectives. So we need to split into teams.'-'Dibs on the Amazon!'
'Hey, we both have a Martian's phone number on our speed dial. I think I deserve the benefit of the doubt.'
'You know, for a guy with like 50 different kinds of vision, you sure are blind.'

That's true of course.

But at least he almost hit the evil old lady, so I doubt he's that bad a shot.

Of course, if Batman's idea that he's actually trying to miss is right, then I take it all back and say he's a bloody brilliant shot to be able to spray that amount of fire around and be certain he wont hit anyone. Otherwise, I was starting to suspect he got made nursemaid due to his shooting.
Romulan Republic? "Almost" doesn't really cut it.

If we're going to appeal to author intent and say that they didn't want a lot of killing on the show (and I have no problem with either the appeal, or the assumption), then the writers could have gave him some kind of stun weapon, or had him say something about "aiming to miss". And maybe a "Bugger" when he then accidentally killed the old woman anyway.

Some nice details but it felt too predictable and formulaic, to the point where I stopped watching for several sections to do email. First half was ok but needed a plot twist somewhere in the second half.
