Both side's weapons will punch clear through the others armor. I'd expect the Stormtroopers have a sensor advantage, but they may not.
I'd expect the Stormtroopers to take it on the Rig and tropical forest. The Tin men's main advantage, long range firepower and jump boots, wont matter in such areas, and the E-11 and T-21s ability to put down a lot of rounds quickly will be very useful. Plus the E-11 would be far simpler to use in close quarters, thermal detonators would also come into play.
On Endor, the railguns range might be of more use, and the tree cover might also for jumps, possibly. However I still think the trooper's weapons are going to be of more use.
I'd expect Endor to go either way.
