Could Jimmy and his friends topple the Empire, given they had the motivation?

Jimmy was able to design and build a "fleet of interstellar warships" within a week, and they were able to go to what very well may have been another galaxy within a few days.
He also has mastery of atmospheric containment fields, though he seems to implement them in pretty Trekkish ways (none of his ships have physical enclosures for the cockpits).
He also built a device which could physically shrink an object "as vast as space itself". This shrinking technology allowed him and other humans to change in size with no ill effects. It was even able to shrink only specific parts of bodies, again with no ill effects. Also, presumably with a variation of this technology, he was able to grow to enormous size.
It is implied but not shown that he has the ability to safely perform 'time travel'.
I'm sure there are even more examples of his astounding technological wizardry, but those are the ones I can think of off the top of my head.

So, if the Empire captured the Earth adults, could the forces of James Isaac Neutron exact revenge?
