The Outsider appears to be unable to cope with the number of C'tan he has consumed, while the Nightbringer, who munched most of the rest of the C'tan doesnt have a problem at all.
The outsider is not nuts due to the number of C'tan he ate, but the fact that their minds were not destroyed... hence his multiple personaility syndrome.
Theres no evidence that they can effectorise a C'tan in either form.

It explains this in the Necron Codex, remember at the beginning of the bok when the nightbringers ship is feeding him... and the last fleet of everyone else turn up and manages to cripple it and drive it into the warp?
He wasn't drained of energy because of being sucked out, the reason he went and ate the star at the end was because he was already 'hungry.' The only thing that drains them of energy that has ever been shown is.. expending energy.

I think you mean the bit where Uriel Ventris has the homing device attached to a fusion bomb? The nightbringer leaves in order to board his ship... not due to any energy loss. He might have been pissed at the prospect of his big badass ship o death falling back into the warp. Effectors have never been shown to work on anythiing similar to a necron living metal. More to the point even if the body of the C'tan is destroyed the C'tan just has a new one to use stashed somewhere.

Im just playing Devils advocate here, but the Effector dosent have to bother with the living metal, it can just get the C'tan itself...which is an energy being, and Effectors can fuck with energy as they please..
personally, I dont think a Culture ship could effector the Nightbringer....
