The Tech Manual and Star Fleet Command II list it as a Heavy Cruiser, while ST:O calls it a cruiser.
I think I read on MA that the Akira was conceptualized as a carrier but later became a heavy torpedo platform with a large capacity for embarking craft like shuttles or fighters.
We never see fighters disembark from any ship anyway, I always interpreted that as them being at least semi-independent warp capable ships.
