No, they couldn't kill the Doctor because they needed him to do their dirty work.
Yeah, I agree. Again, they did mention their appreciation of hated as beauty as a reason 'they've never killed the doctor'. But its clearly a bullshit excuse for past failures. They're trying to say they never suceeded in killing him because their appreciate of the beauty of his hatred subconsciously held them back from it. Not the reason they're not zappping him right that second.
They were just saying it was a possibility for the Doctor to ponder and fuck with him, not giving it as a reason.

No they didn't give it as a reason. That's simply not true.

I'm slightly confused. I was agreeing with you.
The Daleks have a line in the episode saying something along the lines of 'we didn't kill the rogue daleks because we find their hatred so beautiful. Perhaps that is also why we have never been able to kill you, Doctor'
Which some people are objecting to saying that it means the Daleks have intentionally stopped themselves from killing the Doctor because they find him beautiful.
What I an saying is that's not try. And the line is the Dalek's excuse for their failiure to kill the Doctor on previous occassions when they were genuinely trying its just that the Doctor was better than them.
See, I figured that they said that to the Doctor because they knew it would offend him or make him doubt himself, sorta like back in "Dalek", where the 'last survivor of the Time War' (HAH) taunted Nine by saying that he would make a good Dalek. A fair amount of Dalek dialogue just makes more sense if you allow that these so-called geniuses, who have fought the Doctor so many times, have started to pick up on his "words as weapons" approach and fight him in his own fashion.

In my experience with Doctor Who the Daleks being "geniuses" and the Doctor's "cleverness" are relegated to problem solving and technical expertise and neither of them are above average when it comes to interpersonal relationships. They are good at making personality and behavioral observations and have had close to a millennia for the Doctor and far longer I am assuming for the Daleks to make and correlate those observations into working theories on how people will act and react, but they aren't beyond a intelligent psychologist IMO.
